Without seeing a visual of the disconnects, it is difficult to know. I've never seen stainless steel disconnects but have often seen copper or aluminum alloy components. Both these can be quite reflective, of course, but it is unusual to see them ALL this uniformly reflective. It would also be useful to know what your level and span settings were as I too am surprised to not see more of a thermal signature on the fuse bodies.
I would suggest, if it is important, that you re-shoot the image from a different angle or when the sun is less influential. I think you will find this is not reflection but that is ONLY my "best guess" at this point in time with this limited information.
