I would suggest a Wuhan-Guide MobIR M2, it has composite video output and full video framerate (60Hz), the detector array is 120x120 pixels. There is nothing else at the same price point which has these features.
The M2 is Chinese made, it is available branded by Guide but is also re-branded by various other companies, Land Instruments and SPI, (who call it the Raz-IR SX), amoungst others. The Raz-IR is the most agressivly marketed version in the US, but I think the distributer has come in for a lot of flak on these forums for having poor support. I think the US price is something around $5k - $6k, I'm not exactly sure.
Having used a Guide branded one, I can say it does exactly what it says on the tin,
the image performance is comarable to the Fluke and FLIR entry level
cameras, but the full frame rate makes it much nicer to use for many
applications. The high frame rate also makes the noise performance appear better than other cameras when looking at the screen. The menu layout is not the greatest, and file management
is a pain, no removable memory card, but the camera has several nice aspects
too, the auto gain and range control is good, It uses some form of
histogram analysis, so a single halogen light is the corner of the
frame will not turn the whole image dark, I have noticed that is a
problem with some other cheap cameras. The composite video output will work with the camera closed so it is small and neat when operating. Oh, one more thing, if you want to use it with a tripod, the main body of the camera has to be in the leatherette case that they provide with the camaera, (since the standard tripod thread is built into the leatherette case), the case is a bit tacky but it works fine.
