    Looks to me like the pipe coming out of the top of the gutter is not painted so it appears hot but probably is a reflection of the lights. One can never be too careful when you come upon an electrical cabinet like this. The best thing to do is suit up and shut the equipment down and open it up and see what is inside. There could be a problem or there could not be depending on what is inside the enclosure.

    This is something I see all the time when I'm doing mechanical surveys (in other words, when working without an electrician to open doors).  Always keep your eyes open.  A quick scan around the room can reveal issues you didn't set out to find.  I agree that the pipe is probably reflecting heat from another source, as is the latch on the upper right side; however, the heat on the face of the panel suggests radiant heat from a source inside the panel. This type of panel tends to have contactors, overloads and other heat generating equipment inside, but look where the heat is concentrated... around the switch.  This would be a worthwhile scan.

    I've attempted to attach a recent image I took of a disconnect switch... showing the image that prompted me to have the switch opened and the results found inside.

    I can show hundreds of images that had severe faults inside and were not observable from the outside. Performing scans of equipment from the outside gives the customer the impression that we can pick up problems externally and I consider it bad practice.

    I would have to agree with Bob. You will miss a lot of problems looking only at the outside of an electrical enclosure. Usually, the only time I look at the exterior when deciding to open an enclosure is on bussway systems. In a perfect world these would all be opened too. I'm sure problems get missed on buss systems but it would take a month of Sundays to open them all, plus some are designed to open the circuit if opened & not to mention access problems with many of them 30' in the air.
